A paper or board lot can contain thousands of sheets, reels, or packages, but only a small part of it can be tested. The quality of the conclusion therefore depends on how that sample is chosen. If the sample is convenient rather than representative, even a perfectly performed laboratory test can give the wrong picture of the lot. ISO 186:2002 exists to prevent that.

ISO 186:2002 is the international standard titled Paper and board — Sampling to determine average quality. It sets out principles and procedures for obtaining a representative sample from a lot of paper or board so that testing can provide a reliable estimate of the lot’s average quality.
The standard is concerned with the sampling stage, not with the individual laboratory tests that follow. Once the sample has been selected and identified correctly, other standards may be used to determine properties such as grammage, thickness, moisture content, tensile strength, air permeance, brightness, or water absorptiveness.
A test result is only as reliable as the sample behind it. If samples are taken only from the easiest packages to reach, from one side of a reel stack, or from visibly good material, the result may not represent the lot as a whole. That can lead to incorrect acceptance, unnecessary rejection, disputes, or production problems later.
ISO 186:2002 gives manufacturers, buyers, laboratories, and inspectors a common way to select samples. For a manufacturer, it supports meaningful process and lot evaluation. For a buyer, it strengthens acceptance testing. For an inspector, it creates a traceable basis for deciding whether the tested material reasonably represents the shipment or production lot.
The standard applies to sampling paper and board for the purpose of assessing average quality. It is designed for lots presented in forms such as reels, sheets, packages, pallets, or other identifiable units, provided the lot can be defined and the sampling units can be selected in a controlled way.
The process begins by defining the lot and understanding how it is packed or presented. Sampling units are then selected across the lot rather than from one convenient location. From those units, sheets or pieces are taken according to the agreed plan, combined or retained as required, identified, protected, and sent for conditioning and testing.
The aim is not to inspect every sheet. It is to use a disciplined selection process so that the sample reflects the average quality of the lot with a reasonable level of confidence. The exact number of units and specimens depends on the lot structure, the purpose of the inspection, the contract, and any additional sampling plan agreed between the parties
The relationship is simple: ISO 186 helps decide what material should be tested; the property-specific standard explains how that selected material is tested. A correct laboratory method cannot compensate for a biased sample, and a representative sample still needs the correct test method.
In inspection work, ISO 186 can be used as the agreed sampling reference when a client needs independent verification of paper or board quality. The assignment may include defining the lot, selecting sampling units, witnessing package opening, taking and sealing samples, recording identification, and dispatching material to an approved laboratory.
ISO 186 does not create universal acceptance limits for paper or board. It provides the sampling basis. Pass or fail requirements come from the purchase specification, contract, product standard, customer requirement, or regulation.
